I have been telling the story about the relationship between West Vincent Township and DL Fleck, now D&L Construction, for OVER 2 years.

I have shown the continued contract awarding of bids to those companies by the West Vincent Supervisors, 24 June 2011, 26 June 2011, 6 September 2011 and the funny business of playing hide and seek with the bids and bid advertising, 28 June 2011, 9 July 2011, 27 August 2011, 1 September 2011, 8 July, 2012, 13 March, 2013.  These newsletters can all be found on my website

I have shown the manipulation of the bond amount required for the Road Maintenance Contract by the Chairman of the Board of Supervisors in order to artificially reduce the bond requirement by contractor DL Fleck (later D&L Construction) by claiming a smaller payout amount to the contractor, http://www.westvincenttwp.org/images/docs/08-22-11-BOS.pdf (page 1, second to last paragraph). I have proven the amounts calculated by former Republican Committeeman Tom Helwig were far more accurate than the figures produced by Chairman of the Board of Supervisors and Roadmaster Ken Miller, 25 February, 2012. Only halfway through the contract year, the total payments to the Fleck owned operation exceeded Roadmaster Kenneth Miller's figures by 50%!

I have shown that the company has been operating illegally in the township, against court order documents which I have attached to a newsletter as a .pdf, yet the Township has done NOTHING to enforce the law. 17 September 2011, 18 September 2011, 19 September 2011.

I have warned that the Principals for the company(s) were operating while their property(s) were being foreclosed. I have demonstrated that the credit of the Principals are in a shambles, including liens by the Department of Revenue and lawsuits and Execution Sales, 27 June 2011, 4 September 2011, 13 March, 2012, 22 March, 2012, 20 November 2012.

Furthermore, the Principal Kenneth Fleck filed for bankruptcy in September 2012,
http://business-bankruptcies.com/cases/kenneth-l-fleck   Disregarding the collective information and evidence, the Township awarded Road Maintenance contracts to the Contractor even while I was making this public knowledge for the last several years.

It has recently been discovered that the company has been operating without Workman's Compensation Insurance for around 2 YEARS (Right to Know Documents here and here). Workman's Compensation is required by State law and Fleck has been operating in both West Vincent AND West Pikeland Township and is still working in West Vincent Township.

The St Matthews Rd property that is used illegally as a depot (yet allowed by all of the current Supervisors and former Supervisor Zoe Perkins) has been foreclosed and transferred back to the bank (attached).

Now there is a an IRS Proceeding for Fleck's other property on Route 724 (here and here).

How long will the Board of Supervisors and the Roadmaster be able to protect Fleck et al now? More importantly, why do they do it? What is the benefit and who benefits from this association with Fleck? These are the pertinent questions.

The Board is scheduled to open bids for the annual Roads Maintenance (Labor and Equipment) bid on Monday July 8. Who will bid and who will be awarded this bid? For years, other contractors ran from West Vincent Township, knowing that the “preferred contractor” was really the “protected contractor”. That left DL Fleck/D&L Construction with a monopoly. What legitimate company will take the chance to work in West Vincent? They wouldn't. I guess everyone will know on Monday who is willing to bid. This story is coming to a close soon...or is it?
