In the last submission, I explained what can be located on the Unified Development Area and the only location in the township that is currently applicable. Now I will show the misguiding of the township administration via Clare Quinn and West Vincent Township Attorney Steven Siana.

From the February 13, 2012 meeting the following township videos clearly show the audience is being misled.  In video #1, West Vincent Supervisor Clare Quinn and Township Attorney Steve Siana state that any residential property cannot be changed into Retail. Technically what they are saying is true, just not the whole truth. Note they did not say OFFICE PARK, which is absolutely allowed. Retail could potentially be allowed under (I) Accessory uses. They also don't mention the permitted use of a Hotel and Conference Center. In Video #1, Siana clearly reads what the zoning allows, 75% residential, 25% non-residential. Non residential is code for other than house.  In Video #2, both Quinn and Siana state that the zoning cannot change just because the overlay district is put in place (the UDA) which is completely untrue, contradicting his statement in Video #1.

Clare Quinn and Steve Siana deny that anything other than residential can be where residential zoning currently prevails, yet in the Zoning Ordinance, Section 1852, Page 199 clearly states:

SECTION 1852 ZONING OVERLAY CONCEPT AND ELIGIBILITY

A. The UDA District of West Vincent Township shall be deemed an overlay district on the RC, R-2, R-3 and RM Zoning Districts, as such underlying zoning districts are delineated on the Township Zoning Map. Said overlay shall become affixed to the land as the base zoning for the Tract.........

Clare and Steve both went as far as to emphasize that the ONLY place that retail could happen is in the PC/LI (Planned Commercial/Light Industrial) zoning, which is on Rt 100. The UDA isn't even allowed to be used in those areas, according to the zoning. Smoke and mirrors, once again.

Ms Quinn stated that the summary did not make clear that retail would only apply to the PC/LI District. It would not be permitted in a residential area.

The summary couldn't make that issue clear because it isn't true. Accessory uses (a catchall term to be manipulated by the administration) to a commercial area (which most certainly is what an office park can have) might very well lead to retail, but in the big picture, this is just a ruse since they kept the conversation away from the OFFICE PARK allowance.

Why do these people feel the need not fully explain things to the public? Because somewhere, somehow, there is something in it for them. It is in the future and nobody will remember or prove what they said NOW and even if they do, what will happen to them? NOTHING. Who voted for these people? It is really funny how things get discovered when looking at completely different subject matter. Please remember, these are the same people that defended Pam Brown's right to develop property after that the taxpayers paid to have preserved as Open Space, to the cost of over $100,000 (ONE HUNDRED THOUSAND DOLLARS). Should we expect any different?

It is important to note that the UDA which allows the Office Park in the middle of the township was not even in existence until the 2003 Zoning Ordinance was adopted. The Supervisors at that time were the ones that are all about Saving Open Space, Zoe Perkins, Clare Quinn and Kenneth Miller Jr.

As for my investigation, what were my final findings? There are rumors that Clare Quinn lives above her new business in South Coventry Township, which would invalidate her Supervisor position. I would like to say I really don't care. I do, but I don't have the energy to watch that carefully to make a conclusive determination. Maybe others do and will start to watch where she stays at night. What I do care is that the representatives of government don't mislead the public and Clare Quinn has no problem looking anyone in the eye and deceiving them. She proves it over and over again.
