No sooner do I write about the conflicting information
pertaining to Bid Bonds (or lack therof), I discover the same
thing happening again.
Tonight, the Board of Supervisors will be opening bids “FOR THE
PURCHASE AND INSTALLATION OF LIGHT FIXTURES, SWITCHES,
ELECTRICAL SIGNAGE, 200 AMP SUB PANEL, CIRUIT BREAKER, OUTLETS,
MOTION SENSOR SHUT-OFFS AND ASSOCIATED WIRING”. You can see the

The entire Bid package and the addendum are attached. There is
no Bid Bond required, but there is a Performance Bond required.
A Performance Bond is monies set in escrow as a guarantee that
the work will be completed and performed properly. It protects
the Township, really the taxpayers, from having to pay for
On Page 10, #20 PERFORMANCE BOND, there is a clear requirement
for a Performance Bond of 10% or $5000. The Township explains
that it has set that amount on work they have estimated at
$50,000. Makes sense, right?
Go to Page 20, #2. The document clearly states that that the
Performance Bond is to be in the amount of 10% of the estimated
cost (which was established at $50,000 at the beginning of the
package) or $2500. What? Why the change? Which is it, $5000 or
$2500? Who writes this documents and why do they have
contradictory information? Perhaps it is intentional to dissuade
people from bidding? Just thinking out loud.
You would think that is the end on this Bid Proposal, but it
isn't. There was an addendum filed, changing the requirements of
the contract. The Addendum was issued on Wednesday, August 30,
2011. There are five issues to deal with concerning the
DEADLINE for the bids was Friday, September 2, 2011. The Addendum was issued only 2 days
before the deadline of submission.
2. The Bid package has been altered. Anybody that bid
prior to the change is going to have an inaccurate bid which
does not meet the new requirements.
3. Those that read and printed out the documents on
August 29 or before are unlikely look again at the bid
information on the website.
4. The Road Maintenance bid was closed at 4 pm the same
day as the opening of the bid submissions. For this bid, the
cutoff was entire long weekend prior to the open date. Why is
there a difference?
5. The new specifications Bid was not advertised in the
newspaper. Check http://pa.mypublicnotices.com/PublicNotice.asp
and type in “west vincent township” in the Keyword section. The
last advertisement for this bid was on 8/23/2011. The addendum
has NOT been advertised, as it should. There are several changes
to the requirements.

This seems to me to once again be a form of bid rigging, and has
the additional advantage that once someone has worked on a bid,
and found it to be invalidated through no fault of their own,
they are less likely to be interested in submitting a bid in
subsequent years, thus protecting those chosen bidders who are
'in the know'.
Some of you may have noticed the Township Meeting Reminder said
the meeting was Tomorrow Monday but of course it should have
said Tomorrow Tuesday, which of course is now today. We'll get
it right one day. Anyone can go and listen or if you feel
inclined you can even ask a question.
